Taking into account recent regional developments and increased security risks, the Government of the Republic of Kosovo plans to review and restructure the budget allocations initially envisaged for 2027, with the aim of accelerating the development of the country’s defence capabilities. Within this framework, the objective is to complete the Kosovo Security Force’s transition into a military force with full operational capabilities to defend the sovereignty and territorial integrity of the Republic of Kosovo by the end of 2027, one year ahead of the previously envisaged deadline of 2028.
The increase in defence funding has already been incorporated into planning for 2027. Although the final figure remains to be determined, the total funding envisaged for this purpose is expected to reach €1 billion.
These funds will support the modernisation and expansion of the Kosovo Security Force’s capabilities through the direct procurement of military equipment and systems, as well as the establishment of domestic defence production capabilities. The development of the domestic defence industry is envisaged in close cooperation with partner NATO member states, supporting the transfer of technology and expertise, the expansion of production capabilities and the long-term sustainability of supplies to the KSF.
Financing is expected to draw on budget allocations for the Ministry of Defence and contributions collected through the Security Fund of the Republic of Kosovo. Loans under the United States’ Foreign Military Financing (FMF) programme are also envisaged as an additional source of financing, subject to the relevant approvals and agreements with the United States of America.
Duke marrë parasysh zhvillimet e fundit në rajon dhe rritjen e rreziqeve për sigurinë, Qeveria e Republikës së Kosovës planifikon rishikimin dhe ristrukturimin e ndarjeve buxhetore të parashikuara fillimisht për vitin 2027, me qëllim përshpejtimin e zhvillimit të kapaciteteve mbrojtëse të vendit. Në këtë kuadër, synohet përmbyllja e procesit të tranzicionit të Forcës së Sigurisë së Kosovës në një forcë ushtarake me kapacitete të plota operacionale për mbrojtjen e sovranitetit dhe integritetit territorial të Republikës së Kosovës brenda vitit 2027, një vit përpara afatit të paraparë për vitin 2028.
Rritja e financimit për mbrojtjen është përfshirë tashmë në planifikimin për vitin 2027. Ndonëse shifra përfundimtare mbetet për t’u përcaktuar, vlera e përgjithshme e mjeteve të parashikuara për këtë qëllim pritet të arrijë shifrën prej një miliard eurosh.
Këto mjete do të mbështesin modernizimin dhe zgjerimin e kapaciteteve të Forcës së Sigurisë së Kosovës përmes blerjes së drejtpërdrejtë të pajisjeve dhe sistemeve ushtarake, si dhe ngritjes së kapaciteteve vendore të prodhimit në fushën e mbrojtjes. Zhvillimi i industrisë vendore të mbrojtjes parashikohet të realizohet në bashkëpunim të ngushtë me shtetet partnere anëtare të NATO-s, duke mbështetur transferimin e teknologjisë dhe ekspertizës, rritjen e aftësive prodhuese dhe qëndrueshmërinë afatgjatë të furnizimit të FSK-së.
Financimi parashikohet të mbështetet në ndarjet buxhetore për Ministrinë e Mbrojtjes dhe në kontributet e grumbulluara përmes Fondit të Sigurisë së Republikës së Kosovës. Si burim plotësues parashikohet edhe sigurimi i kredive në kuadër të programit amerikan Foreign Military Financing (FMF), në varësi të miratimeve dhe marrëveshjeve përkatëse me Shtetet e Bashkuara të Amerikës.
