It risks future NASA space missions*. FTFY
They keep using this claim that the facility moves have saved tens of millions annually in maintenance, but much or all of that „deferred“ maintenance was never going to happen. The savings are not real. Worse, these organizations have moved from newer buildings to decrepit old buildings that are now costing millions to bring online for customized labs.
It makes *no* sense. Forget the politics or anything for a moment. On the ground it simply makes no sense.
