Armenians are protesting diplomats visiting sovereign territories of Azerbaijan. 

PS: Armenian government have made no statements, as it would mean a disregard for Azerbaijan’s territorial integrity at the very least. 

I’d think that visiting ancient Armenian churches with a revisionist Caucasian Albanian agenda may contribute to that perception.
