There is a sterotype that LDP and opposition parties are uniquely incompetent, so the public and local governments have to take the matter to their own hand.
The lack of covid policy during abe and the public’s self organization of lockdowns demonstrated that.

This is predictable. The central gov is flying the flag for easy populism. Meanwhile, local governments will just have to quietly bypass all the drama and sort out the labor issue at the local level, hoping that this will be able to fly under the radar and that their own local nettouyo don’t kick off too much.
But they still will be subjected to visa and labour law restrictions? What’s the point
