This has been the case for years and years, even in places where truck overtaking is forbidden. Nobody gives a shit. They just pull over in front of you, create many dangerous situations and just go on about their day.
Havent seen exactly this, but often a slow lorry would overtake a group of other lorries, that may take quite a while. This is most common from turkish lorries, these drivers just dont give a damn.

Its common. Usually one truck is trying to pass another but cant. Technically the left is trying to get ahead the right one so he doesnt break the law. Technically speaking. And the fine is like 30€ so youll have more headaches reporting it and everything so just move along. Plus youll need more evidence for how long he was doing it etc. Not worth.
