Japan doesn’t have a minimum wage, each prefecture sets its own so there is pretty wide variation between them.
Far too little far too late is kinda the theme here.
The ¥75 was the labor representatives’ demand during negotiations, not the amount ultimately approved.
They started with the current nationwide weighted-average minimum wage of ¥1,121 and proposed a 6.7% increase:
¥1,121 × 6.7% ≈ ¥75
So their proposal would have raised the nationwide average to approximately ¥1,196 per hour. They argued for 6.7% because they wanted an increase exceeding the previous year’s guideline and large enough to address continuing living-cost increases.
The final compromise was only 4.9%, equivalent to an average increase of ¥55, bringing the projected nationwide average to ¥1,176.
It covers the whole country, but it does not mean every prefecture automatically increases its minimum wage by exactly ¥55.
The ¥55 figure is the nationwide weighted-average target. The guideline amounts are divided by prefectural rank:
A rank: +¥54
B rank: +¥56
C rank: +¥56
After this national recommendation, each prefecture’s local minimum-wage council decides its actual increase. The final amount can be higher or lower than the guideline, although it usually serves as the baseline.

¥54–¥56: the actual guideline range assigned to prefectural groups
Inflation means you have to pay more tax in a higher rate. And the inflation is more severe for low income people. So 5 percent salary rise is far from enough.
Four hours of that will get you an almost non-shitty gacha.

Genuinely curious, in the hypothetical scenario let’s say the min wage is set at 2000 yen. Would that adjust the wages of those who are earning a bit more than that at the moment? Let’s say someone was earning 2100 an hour, and someone who was making 1400 would have a significant increase if the min wage went up to 2000. What would happen to someone who was earning just above the new minimum?
I’m asking this cuz I have experienced smth similar. In my first company here that I joined as a new grad I worked for couple of years. During those years I had some increase in my salary as a result of good performance. Some time ago my company decided to increase the starting salaries for new grads joining from the next recruiting cycle. As a result I was earning slightly above a new grad would with the updated compensation scheme. I’m happy for the new grads, but it sucked to realize that my couple of years of experience was basically putting me back to a new grad salary level. Some of my coworkers were getting slightly less than the new grads with the increased scheme.
When I asked my manager if others would be getting a bump as well, he said it was only aimed at the new grads. In the end I left the company for a better pay. So it doesn’t matter now, but at that to I thought it was incredibly stupid and unfair.
