It’s not 30 years of payment but **30 years of expected payment, where your salary is likely above the annual average household income** (5.5m ish).
Also, substantial savings can be used to meet the requirement in lieu of the pension. For example you’re 40 and semi-rich and clearly don’t need to rely on public funds later in life. The math comes out to something like 15m – 30m in savings depending on age.
Japan really do not want anyone to come here.
I think this will end bad for Japan, when highly skilled workers and the low level ones stop coming.

The only people who do PR are the ones who want to stay here long. So they had this speed PR where you could with points so it faster. Now they make it impossible to get. So why would anyone actually come here. Like just say it. No more immigration at all. I’m not tourist visas. The end. Don’t beat around the bush
There are better countries to immigrate, that pay better and don’t require you to work overtime.
Japan is really cracking down on immigration, and it’s fascinating to see given like 97%+ of their population is Japanese. If anyone who has never been before was looking to visit, they should probably try to visit quickly before Japan finds a way to lobotomize itself.

Although plenty of foreigners are going to hate every ‘proposal’ the government makes, to me this makes sense.
They are saying, “if you haven’t made enough pensions payments to support yourself in retirement, you can’t qualify for PR.” Their determination is that 30 yrs worth of payments is enough to support yourself in retirement. If you’ve come to Japan in your mid-50s and only pay into the pension fund for 10 yrs before retiring, you don’t qualify for PR because your contributions aren’t enough to support yourself in retirement.
That seems perfectly reasonable to me.

So if you’re not wealthy, just a normal person working, paying taxes, following the rules it’s pretty much getting to be impossible right? Even if married, well you’ll always be uncertain if you can stay because you’re just not rich, or you „only“ lived in the country for 12 years say to build a life and so on.. Something happens to your husband or wife and they die, you’re out? Having your own business doesn’t protect you either if you don’t rake in enough cash and can’t hire a full time employee into eternity. Is that where we are it in Japan?
What about legal residence, where you don’t need to keep exiting & re-entering every 90 days?
Since the Japanese government cannot really do anything about the economy and helping the population, they invent new rules. I wonder how long it will take before they ask all current PR holders to show saving, proof of payment of whatever or get the PR yanked.
I just applied for PR in June, so pretty sure I’ll fail even though everything has been paid on time, I have a stable job, and been living here long enough.
So mad that they decided to start from this April, rather than now or next month.
Usually they give a heads up……

The new guidelines explicitly state that annual income must „consistently exceed the average income of Japanese households.“ It also requires that the amount of pension received in the future equals the level achieved by 30 years of participation in the Japanese Employees‘ Pension Insurance, or that the applicant possesses financial assets to supplement any shortfall. This is in response to a series of cases where individuals receiving welfare benefits after being granted permanent residency.
Regarding the requirement of national interest, new specific evaluation criteria will be established, including a „negative evaluation“ for those who lack understanding of Japanese customs and systems, or who have not enrolled their children in compulsory education.
In principle, a minimum of 10 years of residence is required for permanent residency applications. While spouses of Japanese citizens or permanent residents have been granted permanent residency with exceptions of 3 years of marriage and 1 year of residence, these requirements will be raised to 5 years and 3 years, respectively.
On the 24th, the government held a ministerial meeting on foreign policy and decided to establish a new expert panel to consider whether to set numerical targets for the number of foreign residents to be accepted. The basic policy will be finalized in March of next year.
