I didn’t know Carney would be foolish enough to retaliate substantively against the US when no other country (except China) also retaliated. If you are the US you need to make an example out of Canada or else in the future when you try to coerce your other allies they will take their chances and fight back.
Canada is far more reliant on the US than other western countries. Canada can retaliate but strategically should not have been the first to pull the trigger (even Spain which if much less reliant on the US and has a radical left wing government (by US standards) detested by Trump kept their opposition only on rhetorics and refusing military flyovers, not resorting to counter-tariffs). Canada being the only western country to retaliate economically means that it cannot coordinate with the EU (far better positioned to withstand US retaliations) and became centre of Trump’s ire.
