      Seats are allocated to electoral districts on the basis of population, not turnout.

    2. * Seats are based on inhabitants, but not votes.
      * More people that are not allowed to vote, i.e. foreigners, young people.
      * More people that are allowed to vote, but not voting / voting blank / voting invalid.
      * More marginal parties that get nowhere near a seat, but that still take away votes.

      Result: Walloon parties require less votes than Flemish parties.

    3. Dit komt door dat 150 kamerzetels verdeeld worden op basis van Provenciale kieskringen. Aangezien er minder volk woont in Waalse provincies, is het makkelijker om een zetel te bemachtigen in die kieskringen.

      The problem is that you don’t have a common divider in parliament for the number of seats per voting district.

      Let’s say you live in a nation that has 2 voting districts, a northern one and a southern one.

      You have a parliament of 8 representatives.

      In the North 80 people live, in the South 75 people live so a total of 155 people. How do you divide the seats of parliament across the 2 voting districts?

      Do you give the North 5 representatives and the South 3? That would lead to one representative for every 16 people in the North but 25 people for one representative in the south.

      You can do it 4 for north and 4 for south but that would lead Southern politicians being to get elected with less votes.

      Every electoral system with voting districts suffers from this, and the only way to resolve this issue is by federalizing the electoral district and creating one big district for the entire nation. This has many implications, as it would mean Walloon parties would allow being voted on in Flemish municipalities. In Belgium, voting districts are on a provincial level which explains the differences.

      Not really. You have to take into account that some electoral districts have a lot of population that doesn’t/can’t vote. Brussels for instance has a lot of expats and immigrants. They don’t vote but count for the allocation of seats. Moreover, Wallon are more inclined to not head to the polls.

      1. Lower turnout in Wallonia (sets are allocated on the basis of population, not actual voting population).
      2. More wasted votes because there are less seats per province in Wallonia than in Flanders.

      There is also system D’hont/imperiali, those give bonuses to the biggest parties in the circomscription. The bigger the party, the less votes they have to ‘pay’ for a seat. Could be this effect played as well (next to others)

    8. Niet zeker maar ik denk, als bij de volgende verkiezingen alle Vlamingen op dezelfde partij stemmen en er gaat in wallonie exact een persoon gaan stemmen zou die stem bijna evenveel waardt zijn als alle vlaamse stemmen samen.
      Dit komt door de idiote manier waarop belgie is ingedeeld. Veel beter zou zijn elke partij komt in het hele land op geen aparte franse en vlaamse regering en elke stem telt voor evenveel maar Wallonië zal hier nooit in meegaan (for obvious reasons)

    9. The discrepancy is due to how Belgium is cut into electoral districts.

      But if you look at the whole picture, Flanders has 58% of the population of Belgium and 59% of the parliament seats (89), which looks pretty balanced to me.
