the chinese coastguardsmen are from the type 031 patrol boat CCGS Beili(北莉, 21560) of the Jieyang coast guard bureau.
(jieyang is a city in Guangdong, china. the CCG operates municipal and provincial coast guard bureaus who are typically more focused on anti-smuggling.)
they have batons in their hands; these types of batons are typically used by the people’s armed police(similar to army national guard), the CCG’s parent agency.
(keep in mind, per chinese protocol, this is considered less lethal)

Just for scale, these assholes are like 1300km from the Chinese mainland, but only 193km from the Phillipines so inside the 200km Philippines exclusive nautical zone. They have no goddamn business being there or doing this shit.
