Ich möchte mein Auto hier zwischen Freitag 21 Uhr und Samstag 11 Uhr parken. Wenn ich von unten nach oben lese, ist mein Verständnis, dass ich in dieser Zeit weder Parkschein noch Parkscheibe benötige. Habe ich Recht?

Usually I am against vigilantism, but in this case I think someone should just take a saw to the sign post…?
PS: I love that this sign says that cyclists need a parking ticket for both directions. 🙈
Generally you cannot park there
Except you have a parking ticket, which is needed Mo-Fr from 8am to 9pm.
If you park on Saturday betwen 11am and 4pm, you can freely park for two hours using this blue time-stamp thing visable in your car.
I think, not 100% sure.
You are not allowed to park there during the times you would like to park.
1. No parking zone.
2. Exception 1: With a [**Parkschein**](https://www.google.com/search?client=firefox-b-d&q=Parkschein+automat) you are allowed to park there Mo-Fr from 8-21h.
3. Simplified and in summary, parking is only allowed when the shops are open.

You’ll either get a ticket or your car gets towed.
The bycicle sign just tells you, that this cycle track here can be used in both directions.
The parking sign is indeed overly complicated and i think the wording of the sign might no be correct. I think it is possible to park there with a parking ticket on monday to friday from 8pm to 21 am. On saturday 11pm to 16 am it is possible to park just with the blue time stamp you should have in your car.
Funny thing, the sign should say „Mit Parkschein frei“ instead of what ou see here.

Two different signs bolted to each other that have nothing to with each other is definitely how it should be.
Note that the cycling sign is not attached to the parking sign but to the white arrow on blue field. The arrow says that this is a one way street. Except for cyclists, they can go both ways.
As for the parking:
Generally no parking, only a short stop allowed.
Esceppt when you buy a parking ticket, on monday to friday between 8:00 and 21:00 o’clock. Outside of these hours no parking.
Also except on saturdays between 11:00 and 16:00. Then you may park there, without a parking ticket, but only for two hours and with a parking disc.
