Alternatively, you could choose not to have a surveillance state. There are many ways to spend the money to make society better.
I just don’t see how a surveillance state benefits society.

Seriously though, several have tried and failed over the years for a very simple reason : you need to control the data firehoses to create such a tool. If you can strongarm the twitters and metas of the world in opening wide their data-cheeks, you can create a system to automate their analysis.
If not, you’re just shouting in the void.
