I could maybe understand it happening if they are already drunk af

This sounds more like „hey, you must become our establishment’s customer, whether you like it or not, with the power of our kind words“.
Doesn’t this happen all the time? Happens to me every time I go there:

A huge middle-aged Nigerian gentleman approaching me with “Don’t be afraid, I love you” …. nothing good has ever started with “Don’t be afraid.”
