Ik wil even sterk benadrukken dat deze versie van Chat Control niet dezelfde is als de 2.0 versie die voordien wordt afgeschoten en veel minder gevolgen zal hebben. Dit is een verlening van een vorig voorstel.
Dit is in essentie een vernieuwing van Regulation 2021/1232 dat in effect was van 2021 en vervallen was in april 2026. De stemming vandaag zegt gewoon dat het voorstel terug actief is, met nu expliciet vermelding dat het niet toegestaan is om data te scannen dat geëncrypteerd was, wat ook niet mogelijk was in het originele voorstel.
Dus wat is deze Chat Control 1.0? Het laat toe om bedrijven vrijwillig data ze zelf hosten te scannen (documenten, media en berichten) op CSAM en het solliciteren van kinderen voor seks.
Dit maakt het niet verplicht om bedrijven hun data te scannen, breekt geen encryptie, en maakt geen achterpoorten voor overheid om aan uw data te geraken. Ook enkel CSAM/solicitatie valt hieronder. Scannen voor politieke doelen blijft expliciet verboden.
Als je dit niet ok vind, kies om diensten te gebruiken die end-to-end encryptie gebruiken. Deze diensten hebben nul impact.

You should clarify that voting against means actually voting **for** Chat control: this was a ‘proposition de rejet’, so to reject the renewal of Chat control. They (Roberta Metsola) did this because for a positive vote you need the absolute majority of votes, so more than 360 votes **for** rejecting the renewal of Chat control 1.0, not getting this nr of votes means that the renewal is on, which is what happened here. The whole idea was to minimize the chance of rejecting Chat Control again. So all the MEP’s who voted *for* actually voted for rejecting the renewal, so against Chat Control.

CSAM is really a huge, highly illegal and immoral problem. I understand the need for privacy, but this is about a very severe problem with child safety. For example Meta used to report millions of pieces of CSAM within the EU, but ever since messenger is encrypted, all of this has gone unseen. Meanwhile the technology is there to match messages ONLY with known CSAM, with these ‘image banks’ provided and controlled by the government (so there are very little false positives). Again millions of messages have been intercepted before that are no longer intercepted. Thousands of pedo’s used to be caught that are no longer caught. And this is just messenger. You already gotta be dumb to send CSAM through a Meta product, so who knows how much of this is going on on telegram and discord… Internet safety, especially the most severe problems like child safety, can coexist with privacy protections with the right tools.

Today’s emergency vote was a proposal to reject an extension of the voluntary scanning. Votes can be found here: https://howtheyvote.eu/votes/195775
For this proposal to pass, that is to reject chat control 1.0, at least 360 MEPs would need to agree (green thumbs), but ‚only‘ 314 did. Chat control 1.0 with an exemption for encrypted messaging thus passed (even though less MEPs disagreed).
So generally NV-A, CD&V, Les Engagés and MR voted FOR chat control while Vooruit, PS (not you Elio), Anders and Vlaams Belang voted AGAINST.
