Lettland stellte seine Unabhängigkeit nach dem Fall der Sowjetunion im Jahr 1991 wieder her und seitdem hat der baltische Staat eine einzigartige Rechtskategorie namens „Nicht-Staatsbürger“ geschaffen. Der lettische Staat war während der Zeit der sowjetischen Besatzung mehreren Jahrzehnten der Russifizierungspolitik ausgesetzt, die russischsprachige Menschen aus der gesamten Sowjetunion strategisch umsiedelte, und schuf diesen Status, um die Staatsbürgerschaft zu regeln "ehemalige Bürger der UdSSR".

      They were citizens of USSR, when USSR collapsed they got non-citizen passport since they weren’t Latvia’s citizens which was still a state but occupied. Neither USA nor western countries ever recognized the annexation of the Baltic states and hence Latvia is over 100 years old and not 30 like russia.

    4. There is a way for them to become citizens if they wish:passing written government test. And they can even become citizens for other countries if Latvian is not the desired one. For their children it is automatic.
