Sounds like her situation was bad if she drying cloth at school. But yeah, blame her.
Would the party at fault be the manufacturer of the electric heater unless she had her clothes literally on the thing. Those things are meant to be used any space so if it went BOOM, that’s on them.
Unless she was operating the space heater in an unsafe manner, or if the school prohibited space heaters, I fail to see why she should be responsible.
Sometimes things are just unfortunate accidents. You don’t always need to hold someone criminally responsible.
