This is not settled; there are several other papers that DO SHOW losses, while others don’t.
The problem exists in the different types of estimators used (upsides and downsides), the fact that there exist other mechanisms with which businesses can absorb minimum wages (efficiency wages, higher prices, reduced non wage benefits, …), and how much is measured.
