if it weren’t for the war, the authorities would probably have them on the hook for that (in ex-socialist countries, small cheats always get slapped) but now because of the crisis they probably won’t touch them.
The question of all questions is how useful this is for the Ukrainians, will the people blame them or Putin for this. If the Russians start blaming the government, that would be nice, the war would end sooner.
