I usually read this sign in the rain, and the interrogation mark makes perfect sense.
It’s for all the people who land there, leave the airport and get a heart attack because they think ’Bergen ?’

Now, what they should have done is put this up at multiple airports across the country. Maybe it’s Bergen, maybe not. Maybe you’ll find out after a couple of weeks, maybe you’ll look at some hill around Oslo and think „Ah, that must be Ulriken“.

It’s asking if you’re really sure this is where you want to go spend your time. If you stop to read the sign and start thinking, you might not be ready for what’s ahead.
That’s why you’ll see locals hurry past without as much as a quick glance up at the wall. They know they’re capable of surviving Bergen, and don’t need the same amount of time to reflect over the dangers (mostly rain) as a tourist would.
Since you felt the need to consult the internet over this test, I think you should turn back and fly somewhere else. You failed the test, and Bergen might not be for you. There should be no doubt in your mind for you to be ready to continue into the city.
