Homicide rates are decreasing because we now have a better handling of the victims with quick dispatch to the hospital and better treatment and surgery.
The stat you need to look at is the homicide attempts, which are rising.

I was looking at the homicide rate for the U.K. recently and it’s crazy how wild the early to mid 00s were. Most years it was pretty low, and then you get to the 00s and it shoots up. Thinking back, there did seem to be a lot more violence than usual. Even the little town I grew up in had a bunch of murders during that time period.

Currently in Belgium, there is such a low amount of legist that it is the good time to kill someone (those are the words of a famous legist from Belgium). Bodies are just not examined by professionals to know if there is or not a murder.
It would be interesting to add the complentary information : how many bodies are examined by legist / xxx death today vs 20 years ago? Let’s just track the number.

There is no universal definition of homicide in these countries. That can differ quite a bit.
Also even in individual countries the definition changed since 1994.
Also the biggest reason why its down is most likely a much faster response time of emergency service (everyone has a phone with them all the time) and general advances in medical care and procedures. That and an overall much older population now compared to 1994. As many others have pointed out a better metric would be homicide attempts.
Not sure how this counters the argument that some forms of violent crime has increased or is not as much down as it should be. For violent crime some migrant groups are extremely overrepresented and in countries like Germany almost half the prison population are foreigners.
