I know millionaires who live in apartments like the one in the bottom: If your neighbours are your friends, why move ? Just spend a few thousand dollars on renovations.

As an outsider (Greek), it’s hilarious to me that rather than argue out of general improvement, you try to make this association with Soviet scars.
The bottom building looks exactly like 90% of the buildings in Athens, a country that was not Soviet but was instead ravaged by capitalism, fascism, imperialism and neoliberal colonialism. We’ve had foreign sponsored military dictatorship, civil wars funded by outsider imperial entities , a country decimated and famished by Nazi occupation and in more modern times most state infrastructure and companies sold to outsider capital entities out of bureaucratic blackmail . So from my perspective, forcing automatic definitive conclusions of affordability and a Soviet past is funny
