So if you read it literally, it makes it sound like only military and emergency services can get fuel. If true, this would mean empty shelves in shops, since you won’t have fuel for last-mile deliveries.

Russians living in Crimea have had more than enough time and warning to be able to pack their cars up and drive back to Russia. Now its looking increasingly likely they will have to walk instead.
Absolutely no sympathy for them. I hope the civilians get out safely but I also hope they lose everything because thats what happened to any of the Ukrainians who managed to escape in 2014

If you scour russian socials, there are now groups of people siphoning fuel from other cars. That’s how bad it’s getting over there, lol.
