New Jersey has very high property taxes but there is zero on the chart. Why?

Am I reading this correctly, that if I ever move to the US I should live in „Beach“, South Dakota, but then go shopping in Wibaux, Montana, since there would be no income tax in the former and no (general) sales tax in the latter?
Edit: I made on the mistake on the map and missed the state border when looking around. „Beach“ is in North Dakota. But the concept would be the same for other cities.

State level misses a ton of taxes.
For example Virginia is one of the few states where localities tax your vehicle every single year and out of those states has the highest.
