      No, some german dude who lived on a plot of land which only became Latvia 300 years after his death did.

    2. Latvia did not exist as a country before 1918.

      Before this, regions of Latvia were German fiefs under the Russian Empire and before that Poland and Sweden. Latvians were serfs – de facto slaves owned by German nobility since the successful German invasion of Latvia in late 12th to early 13th century. Slavery was abolished in 1819-1820 in most of Latvia, and 1861 in Latgale. However, since Germans owned all land, the system that followed was only slightly better – until freedom was achieved in 1918 and land reforms began.

      So the question – did Latvia have colonies? No, Latvia did not exist at this time in history.

      Did Latvians have colonies? No, Latvians were de facto nation of slaves. If any Latvians were in any colonies, the were there by the direction of their masters.

      Did the German nobility that ruled Latvia at this time period attempt to settle colonies – yes, Jakob von Kettler, the duke of Courland and Semigallia, established colonies in The Gambia and Tobago.
