The license plates show a mix of region codes (77 Moscow City, 69 Tver, and 78 St. Petersburg) which you would expect on the M-11 and M-10 which link Moscow and St Petersburg. The station looks like one of the newer Lukoil highway plazas, of which there aren’t that many. Going along that route, this station seems to be the only one with a single-story service building in the background.

So I’d say it’s not quite „Moscow region“, but business people going between Moscow and St Petersburg would probably be affected by that.
