The thing is arguably legal if you read the laws and constitution the right way.

The Constitution says that the marriage is based on a consent of both the husband and the wife. You could read it as defining what marriage is or you can read it as it was actually intended which is „both sides need to give consent for marriage to be valid“.

Then the Constitution also says all kinds of discrimination based on gender and yada yada are prohibited and everybody has the same rights. And one of the rights is the right to have a family.

But the more interesting part is the Civil Code which has a very curious article saying that relationships that are not explicitly mentioned in the civil code but are structurally similar, the rule of analogy should apply even if the there is no explicit thing said in the law. Then the config same code says the state has an obligation to /defend/ the right to family.

So I would say it’s the executive dragging their feet.

Add: the fact of this being in the Constitution is important, as we can’t amend the Constitution during the war, it’s a big no-no.

I like that he takes the time to still focus on other things, like this, in the middle of the war. Some other leaders/countries would take the war as an excuse to go backwards and shut everything else down.
