He wants to do this because the integration of the economies through HSR weakens the case for separatism. The case for separatism in Quebec has been weakened in general with the further integration of freeway networks with the other provinces over the last 30 years. That being said, I don’t believe his government would even be allowed to do this, as the HSR Network Act places this project solely within the realm of the federal government.

Once it’s in place and all the benefits become apparent Quebec will come begging on its knees for it to be added to their province as well, and if the PQ still refuses then they get to deal with a bunch on irate Quebec people.
