If they use a satellite to jam GPS, that would be breaking a treaty on the level of using nukes. Satellites doing this would mean they’re targets; and it won’t take much until cascading collisions from debris hitting other satellites results in space travel becoming impossible for a century or so.

But wouldn’t put it past Russia to not give a shit.
