Wichtigste Erkenntnisse aus den Daten:
Enorme Unterschiede bei den durchschnittlichen Vertragswerten zwischen den Ländern, selbst unter denselben EU-Richtlinien.
IT-Dienste haben durchweg die geringste Konkurrenz (oft nur 2–4,7 durchschnittliche Gebote).
Italien weist ein extrem hohes Volumen bei kleineren Vertragsgrößen auf (z. B. ~97.000 IT-Verträge mit einem Median von 16.000 €).
In mehreren Märkten herrscht im Baugewerbe der größte Wettbewerb.

Why is Ireland an outlier here?
These average contract values seem off… the average construction contract in Italy is only 34k, and attracts over 13 bids? IT services average only 16k?
