      The casino was created to raise money for Monaco to fund public spending. They wanted to raise that money from foreigners to benefit citizens so it was not seen as a good thing for locals to lose their money in there.

      Because they are well aware that the house always wins, and don’t want their citizens gambling their money away.

      Wait what? Residents have always been allowed, its citizens who can’t, unless it’s something really new.

      Check out what it says. Be precise when you read. Public servants etc… if your a resident AND a public servant or anything else that’s mentioned there.
      I can gamble, I don’t because its dumb but I am allowed to, because im a resident, but im not a public servant.

      You’re confusing residents with citizens.
      Monégasques (citizens of Monaco) can’t gamble in Monaco’s casinos.
      Foreign residents can.
      If you’ve been resident here for more than 10 years, you may be able to apply for Monegasque citizenship.
