You’ll probably find some help from the FB community, but I know in many such cases you would need to go to Latvijas Valsts Arhīvs. You should try sending them a email, but Ive met many people who travel to LV to sit in the archives and search for the info themselves.
Right now, I know a guy who travelled here and spends his days at the archive researching his heritage. He does this for others also, if you want to go that route and want someone to check it IRL DM me I’ll connect you.

Unless someone who knows him happens to stumble upon this, the main thing that can be easily found out is searching namw online and in newspaper archives. The newspapers from 2003 list a guy who was born on 15 May 1967 for not having paid rent in Viļāni, it lists both him and a brother and their personal codes https://periodika.lv/periodika2-viewer/?lang=fr#panel:pa|issue:1194083|article:DIVL743|query:VALERIJU%20DUDAKOVSKI%20 If you think that is him Citizenship and migration board (PLMP) has a service where you can give person’s name and personal code and they will send a letter to person, you could try it with the brother, if you think it might be the right person
