Seems the landowner has had problems with people littering and polluting the place. The text at the top reads: „Willst du keine Schweindl sehen, sollst du hier nicht weitergehen,“ which roughly translates as: „If you don’t want to see any litter-bugs, don’t go any further.“
The usual colloquial German word for the testicles is „Eier“ = „eggs“, so yes: this does mean „If you do these things, I’ll cut your balls off.“
