Even if the President cannot be arrested according to the Supreme Court, giving him absolute immunity (absolutely insane); that immunity only applies to the President himself, personally — not the entire executive.

This is dangerous territory for justice department lawyers. Using threats of criminal action to discourage civil recovery raises serious ethical issues, and puts them in the potential position of having to face professional disciplinary charges.
