Um den Kontext zu erklären: Dieser streunende Hund kam aus der Ferne und griff mich an, während ich meinen eigenen Geschäften nachging. Der Vorfall muss von der nahegelegenen U-Bahn-Überwachungskamera aufgezeichnet worden sein. Ich hatte keinen Blickkontakt mit ihm. Ich ging auf einem Weg entlang der Hauptstraße. Dieser Hund kam aus dem Nichts ganz nah an mich heran, begann zu bellen und biss mich ab. Wo kann ich den Angriff melden und die zuständigen Behörden informieren, da dieser Hund sehr aggressiv ist und Kindern Schaden zufügen kann?

I don’t think anyone cares about stray dogs that much. 20 other people will tell you the dog is fine, just had a bad day. Which might be the case, actually.
I would call 112, not sure tho, btw did it have a chip on his ear?
Animal control deals with that – in theory. In practice no one there speaks English so they’ll just hang up. Also these days every single non essential government employee (ie not police) has been retrained as troll to spread GD propaganda. They ain’t got time.
You probably should get a tetanus shot and rabies vaccine.

Stray dogs have more freedom and rights in this country than anyone else. Nothing is done to get country clean from stray dogs. Literally nothing. Sad to hear your story but you aint first, who got bitten by a stray dog..get yourself a medication. You are going to need it.
http://ama.gov.ge/. This useless government organisation must help. But you need a rock solid proof to convince them to take the dog away. Like argue a lot. If you have a video where the dog is aggressive, that will do all the job.
