The headline is a little misleading. The promoter may not be refunding the tickets because they’re bankrupt and literally don’t have any money anymore. But that doesn’t mean ticket holders aren’t getting their money back. When a promoter goes out of business, the obligation to refund goes up the food chain. The next likely bag holder is either a ticketing marketplace (if that’s how they were purchased) or the payments provider themselves will be on the hook (which is a risk the provider takes when onboarding a new client). At the very least, if the customer issues a chargeback, VISA or MC will pull that money back from someone in the food chain.

How do you not know someone is banned from entering your country, before paying money to see them speak in your country?
