If there is no water traffic then I presume that no, although it seems like a ducks-in-the-park situation.
There are regular event that have this swim in them. Though I’m not sure if they have some special approval or smth. Google „marsz śledzia“
Not only it’s dangerous, but you would also need a permit as it’s a part of nature 2000 area. Although, there is this official event called „marsz śledzia“ (the herring march), you can check it out here: http://www.marszsledzia.pl/program-marszu

Man, you can swim there if you feel you can do it. Its not illigal or sth.
