I have a question though. What is the USA and China Budget for foreign propaganda?
A 54% increase to nearly $2 billion honestly shows how seriously the Kremlin views information warfare now.
At this point propaganda isnt just some side operation for Russia, its become a core strategic weapon alongside missiles, cyberattacks and energy pressure. The goal often isnt even to convince people Russia is right anymore, its just to flood the internet with enough confusion, cynicism and division that people stop trusting anything at all.
They need to win the US midterms. And a lot of European fascists depend on this funding.

In 2027, there are presidents elections in France and parliamentary elections in Italy. In 2026, there are midterm elections in the US Congress.
Add to that the tense situation in Germany (just today I read that Alternative for Germany now has a 29% approval rating), and it’s unclear what will happen in the UK given the tensions within the Labour Party.
So the Kremlin has plenty of opportunities to spend its budget most effectively.

The more refineries the Ukrainians hit and the more men and materiel the russians need to repalce, the less budget russia will have available for propaganda and the less effective it will be.
