      Get/allow some pro-regime billionaire or conglomerate to buy a disfavored media outlet so that all of the disfavored speakers can be fired and thereby silenced.

      So Trump grants approval with the intent that people be fired because of what they have said that he does not like. Sounds like denial of civil rights while acting under the color of law and conspiracy to deny civil rights.

      Read the actual legal allegations. It is a group of shareholders, based on explicit shareholder rights, demanding any potential records from Paramount Skydance which would indicate corrupt dealings between the company and the government. This might matter if any such record exists, but doubt they’d be so stupid a to create explicit records of such corrupt dealings.
