There are few possible reasons that come to my mind:
1. Those are “temporary” license plates – C-type.
If you zoom in to the Jeep´s plate you can see there is a bit missing in the first 0. That is 0-zero. On the Mercedes plate it is a letter O, I assume. It’s hard to tell since the photo is potato quality and we can’t see the front plates. Also I can’t tell if the color of the letters is black or green. If green, it’s a C-type plate
2. It’s the same plate on two different cars – in this case I am not sure if it’s legal or no, since the C-type plates are not assigned to the vehicle, but a business as a car dealer can obtain those. However, the plate should be mounted in the front and the back of the vehicle. So probalby illegal.
3. Both are paid plates from Cadca region, with difference in O and 0. The format – size is so called “american”

Special registration number
On a special registration number plate, the letters and numbers are arranged in two rows, except for plates for historic (H-mark) and sports (S-mark) vehicles, which may be arranged in one row.
The first row of two-row special registration number plates shall contain a pair of letters, except for the C-mark, which has the letter C in the first row and five digits in the second row. The second row shall contain the letter M, V, H, S, Z or F and three digits.
If a special registration number for historic (H-mark) and sports (S-mark) vehicles is arranged in one row, the letter H or S and three digits shall be placed after the first pair of letters.
An additional letter may also be placed after the letter M, V, H, S, Z, C or F.
It is a pity that the major changes outlined at the beginning of the article were made by a parliamentary proposal, which often does not allow for the changes to be thought through in detail and thought through in detail. For example, it would be much more appropriate for special registration numbers to all have a uniform system consisting of a reference letter, followed by the national emblem and five digits, or a combination of digits and letters. In this way, only one special registration number (C – 12345) and a special registration number for police vehicles (P – 12345) are created, the other special registration numbers are created with a pair of letters originally forming the district abbreviation, a reference letter and three digits. When the number combinations are exhausted, another letter is added to the reference letter instead of adjusting the five digits to a combination of digits and letters, which results in, for example, to the fact that for C-marks there are special registration numbers in the format CA – 12345, which can be interchangeable with standard registration numbers, and this is also one of the reasons why the strict basic combination of 2 letters – 3 digits – 2 letters has been insisted on for a long time.
An administrative fee of 33 euros is paid for each plate for the assignment of a special registration number and the issuance of a plate with a registration number, i.e. a total of 66 euros if two plates are required on the vehicle.

AFAIK the situation with the C/CA plates is unclear and from what I have heard they have ceased issuing them recently. When I was in the car business the general consensus was that they are valid only within Slovakia but a few dealers were also using them for importing cars from other countries. If I remember it correctly there was some technicality that despite having international insurance the C/CA plates don´t have the requested international format.
What I´am nearly 100% sure is that it is illegal to have same plates on 2 different cars. I can imagine that some speculator goes to the police and tells them that he has lost one plate and they issue him a copy. Then he does it again and suddenly he has 2 sets of the the same plate… In my opinion that would explain that the plate on the Jeep has the 0 in the new format and the MB has the 0 in the old format. Of course this is completely illegal and maybe even constitues a criminal offence.

no neviem, tvari sa to ako prevozne znacky, ale je to prinajmensom na hrane:
– zelene prevozne znacky su registrovane na firmu, ale vzdy mozu byt len na jednom vozidle. To musi mat zaznam kde sa paruje VIN a znacka a cas kedy ju pouziva a potom sa k tomu vyplna kniha jazd. (zaznam o tom by ste mali mat vzdy pri sebe)
– prevozne znacky sa oznacovali len C, no je mozne ze sa uz minuli vsetky cisla a tak zacali od nuly a pridali A, takze CA … ale to nema nic s Cadcou, aj ked je to blizko Polsku.
– to cervene pole hore vpravo ma vyznacenu platnost znacky, chcelo by to porovnat do kedy su platne.
– z lepsej foto by bolo vidno ci je prvy znak 0 alebo O, ale O nema logiku, lebo prevozne znacky nepouzivaju text, len cislicu. Neviem ci nejde trosku tendencnu fotku, firmu co dovaza vozidla a fotka je spravena v momente ked prehadzovali znacky z jedneho auta na druhe. (bolo by treba vidiet aj predok) To je legalne. Preto mozete stretnut rozne auta s rovnakou prevozkou, samozrejme ale nie naraz… musia sa prehodit
– neviem ci sa nieco nezmenilo, ale pokial si dobre pamatam zelene prevozky nie su urcene na cesty do zahranicia pokial viem, maju poistenie len pre SK. Do zahranicia boli/su cervene znacky. Ak teda stoja auta na prevozkach v Polsku, nieco nie je s kostolnym poriadkom…
