Dr. WHO is saying that they have to respond *as if it’s the worst case scenario* because there’s a chance it could be transmitting human to human, but it’s out of an abundance of caution for everyone’s safety. „Suspected“ is too strong a word. „Can’t be ruled out“ ≠ suspected
