Older restaurant owners may indeed make up a higher proportion of owners at restaurants with „two or more people“ policies, but it mostly has to do with the types of dishes served. Those policies are usually for cases where serving one person is too costly or labor-intensive for the restaurant.
Even as a Korean, I am not able to get a seat alone at a place that serves those kinds of dishes, whereas I can get a seat at restaurants with long waiting lists as long as they serve dishes for one.
