In south asia people used bulls for transportation instead of horses. Horses were limited for nobles and militaries.
The main reason was bulls performed better for the weather and terrain of the region. Plus cheaper to maintain.

Belgium has ~50 horses per 1000 inhabitants. I don’t know how accurate the data collection of this source was
