The CCC operates to enforce, at the state level, the Federal Coastal Zone Management Act. (By design; the CZMA relies on state enforcement)
The CCC went well beyond the stipulations of the CZMA and got their hands slapped.
Like, or not like, Elon, this was government overreach by the CCC and I hope this reins them in a bit.

People acting like these statement are some huge political overreach when it’s someone factually describing musks political activity, and attempts to use his political connections to avoid permitting and other regulations required by California. Musk is still a shit heel for trying to avoid the permits and regulations required by everyone operating in that environment, and they only got slapped down because they called him out for using his political power against them.
