      If they have SAM it is seemingly ineffective so it makes sense to hit it again until every tank is dust.

      The intact tanks might be empty. After that fire, it is hard to imagine a non-empty tank being undamaged.

      Give the fire fighters time to clear out, Double tap on responders is something russia and israel does.

      I get that the oil tanks provide great visual material and PR when they burn…but would the infrastructure for loading and unloading said tanks not be a significantly better target?

      The other great issue is that those remaining tanks have to keep accepting the oil being pumped via pipeline. If enough tanks get hit so that storage is less than what comes in via pipeline, then the pipeline volumes have to be decreased which causes bottlenecks further back in the system.
