Up until about a century ago, it was normal to have hazardous, smelly, noisy, and polluting industrial activities mixed in with the cheapest class of residential areas in cities. Western European countries and the USA realised long ago that this was not a good thing for a whole range of reasons, and so such business are now banished to the outskirts of towns if not completely separated from them.
A flood of burning oil flowing down a street past residential buildings is a damning indictment of how little the governments of Russia for the last century have cared about the wellbeing of ordinary Russians.

Typically, when I see something like this, I feel bad for the people involved. But when I saw this, I felt nothing for them. They celebrated the 3-Day SMO, and sent their own people out to die in a 4-year (so far) long war. Now for the people of Tuapse, the war has literally come home. They got what they asked for.
