For people like me who didn’t know they charged for links, it’s only for posting from 3rd-party apps. The first paragraph of the article says,

Just quit. Stop using it, and that price will fall.

Ironically I am not sure I disagree with this since its for 3rd party integrations posting links. Though I wonder how many move to some sort of bot based solution that just uses the web interface; you can already very easily get AI-based web browsers to do it.
