I’m not fully sure, but from what I know the reason for this is most tribes in the „donut“ identify themselves as Omani and pledged allegiance to Oman, while 1 tribe in the middle chose to be part of the UAE. (I’m from Saudi Arabia)

This is nothing, a few years ago, Bangladesh/India border had third order enclaves. Meaning India, inside of Bangladesh, inside of India, inside of Bangladesh. Thankfully that mess was peacefully resolved.

I’ve driven through here many times. It really doesn’t bother anyone there. It’s just a legacy of how different towns and villages in the area just went with different leaderships.. it was quite democratic. There are no physical borders, and Oman and UAE have had a very friendly relationship ever since their modern inception.
