    Oh. Really burying the lede.

    The developer has to subsidized the affordable units. So yeah it’ll either deter them or be passed on through the rents.

    It even allows for an „off-site“ thing where the builder has to build the units anywhere, not necessarily at the same location.

    That’s just a tax at that point.

    Can I make a crazy suggestion? The problem is that people don’t have incomes sufficient to afford market rent. Give them more income. Then they can go rent.
