Then argues that because pardons are an act of clemency for someone wrong convicted and meant as a check on the judiciary, they can only be valid *post conviction*. A preemptive pardon is not a pardon. „Do an ilegal thing for me and I’ll keep you out of jail“ is not the pardon power.
