According to the link you provided you have to declare it at customs if it is more expensive than 430 euros otherwise you are committing a crime.
In doubt, you always can go through the red gate, explain your situation to the customs agents and figure out with them if you have to pay taxes or not.
If that trip is on one ticket, you will not go through customs in Frankfurt (but at your final destination, Brussels).
